SHORT BACKGROUND

The Karaganda State Technical University (KarSTU) is one of the largest higher educational establishments in training engineering, scientific and scientific-teaching personnel. KarSTU was founded in 1953 as a Mining Institute, then in 1958 it was reorganized into a Polytechnical Institute, and on May 7, 1996 it was reorganized into a State Technical University by the Decree of the Government of the Repyblic of Kazakhstan (# 573).

The first rector of the Mining Institute was Yu.K. Nurmukhamedov, C.T.S. (1953-1955). The invaluable contribution to the formation of the Polytechnical Institute was made by A.S. Saginov, D.T.S., Prof., academician of NAS RK,

Hero of Socialist Labour, who headed the Institute for 33 years (1955-1987).

From 1988 to 1993 the Institute was headed by A.G. Lazutkin, D.T.S., Prof., corresponding member of NAS RK. In 1994 G.G. Piven, D.T.S., Prof. was appointed rector of the Polytechnical Institute and then of the Karaganda State Technical University by the Ministry of Education.

More than 50,000 highly qualified engineers were trained by the University during the period of it’s existence. In 1989 the training of specialists in the official language was started. More than 800 engineers have been trained by the present day. All of them work succesfully in many branches of the economy and science, in government structures.

The teaching staff of the KarSTU consists of more than 450 persons; there are 38 doctor of science including 15 academicians and 19 corresponding members of the Academy of Sciences of the Republic of Kazakhstan (AS RK), the Academy of Natural Sciences (AS ANS), the Academy of Sciences of Higher Educational Establishments (AS HEE), the Engineering Academy (EA), the International Academy of Informatization (IAI), the International Academy of Sciences of Ecology and Safety of Vital Activity (IA SE SVA); more than 200 persons have academic ranks and degrees.

At present there are 12 faculties at the University. The instructions are conducted in 50 specialities, 37 of them are conducted in the official language, 34 chairs take part in training specialists.

The KarSTU consists of 7 buildings of the total area of 58.7 thousand square meters in which there are class-rooms, specialized rooms and laboratories, the information calculating centre including 35 computer class-rooms and having the access to the global network INTERNET along the separately allocated channel. The stock of computer facilities (about 500 computers) was renewed more than 80 % with the computers of new generalization. The use of licensed packages of application programmea is increased.

The KarSTU has one of the largest libraries in the republic which contains more than 1.5 mln. volumes of educational, educational-methodical, scientific books in the official, Russian and foreign languages. At the disposal of the readers there are traditional catalogues and card-catalogues, and the data base of the electronic catalogue - 70,000 titles of documents, 5 library loan systems and reading-rooms seating 400.

The KarSTU was ranked to the leading educational establishments of the republic according to the results of scientific investigations. The scientific work is carried out within the scientific-research unit (SRU) including 2 institutes, 11 laboratories and 10 educational-scientific-research centres. In 1998 the Scientific-Research Centre on Forecasting Engineering was established on the University base by the Decree of the Government of RK (# 2 of January 9, 1998).

The annual amount of scientific investigations makes some 30 mln. tenge. The scientists of the University get more than 10 patents and author’s certificates every year.

The University is one of the active organizers and participants of the annual international scientific conference. In 2000 366 reports were heard at the conference, 35 of them were made by the teaching staff of the University, and the post-graduates.

The results of scientific investigations of the scientists of the University are published in the journal “Transactions of the University” and in the republic journal “Automation and Informatics”.

The KarSTU is a collective member of the International Academy of Sciences of Higher Educational Establishments (IAS HEE), the International Association of Engineers-Analysts in the field of computer-aided analysis (NAFEMS, Great Britain), the Geotechnical Association. The KarsTU founded the Association of technical higher educational establishments of Kazakhstan, Central Asia, the Ural and Siberia which includes 15 technical higher educational establishments; it is the official representative of the companies ANSYS (the USA) and CAD FEM (Germany) in Kazakhstan specializing in developing means of computer-aided analysis.

The Karaganda branch of the Academy of Natural Sciences of RK, Central-Kazakhstan branch of the International Academy of Informatization, the Association of Welders of Kazakhstan headed by the leading scientists of the University were founded on the basis of the University.

The University cooperates with the higher educational establishments and scientific-reseach institutions of the CIS countries (Russia, the Ukraine, Georgia etc.).

The University keeps international contacts on the level of the creative scientific cooperation, taking part in international symposiums, conferences, exchanging the results of scientific investigations, training personnelof top qualification and defending dissertations. The main partners are the leading educational establishments and scientific centres of Moscow, St.Petersburg, Kiev, Novosibirsk. In 1998-2000 the University took part in international conferences in the USA, Germany, Austria, Japan and South Korea; two theses for a doctor’s degree were defended in Russia.

The Centre on the problems of education abroad was founded on the basis of the University together with the fund of Soros-Kazakhstan. The work is conducted with the fund of Soros, the funds of Makarture, the British Board, USIS, IREX, CEP, ACCELS, NAFSA. One group claim for invention rights for a scientific-research project and 5 individual claims have been made by the present time. Three students study within the pointed directions. Every year two or three students go to study to the USA, Germany, Great Britain according tj the President’s programme “Balashak”.

The military chair of the University trains reserve officers in two militaryspecialities: platoon commander of battery artillery and platoon commander of average tanks; the chair has well-equipped teaching-materiale base: class-rooms for shooting practice and fire control, tactical and special training, improving the material part of artillery and tank and the only room of trainers for fire training in the Armed Forces of the Republic of Kazakhstan.

The sports complex of the KarSTU is one of the largest sports structures of Karaganda (the area of 3,560 sq.m.) in which there are 7 specialized sports halls: three playing halls, a hall for step-aerobics, a hall for weight-lifting, a hall for table-tennis, a hall for lessons of special medical groups, a chess-club. The sports complex has 3 grounds for mini-football in the open air, a court for a big tennis.

The sports- health camp is situated in the National park in Karkaralinsk; it is a zone for rest of the teachers, university workers and students, a base for practical work of the students of mining, geological, ecological and geophysical specialities.

The training is conducted at 9 day-time faculties, the correspondence department, the faculty of shortened course of education on graduating from which the graduates get higher engineering education.
